EIB: Ferrovie Emilia Romagna infrastructure and rolling stock

The project consists of two components: i) the upgrade of the railway infrastructure of the regional network of Emilia Romagna and ii) the acquisition of some 80 trains for regional services to be purchased under a service concession agreement.

EUR 100 million for component 1 – EUR 300 million for component 2

The project will increase the attractiveness of public transport in the region and may contribute to reducing reliance on private cars, increasing safety, increasing energy efficiency and tackling climate change.

The infrastructure component of the operation is likely to consist of ten subcomponents related to different infrastructure, electrification and signalling system works on the existing network. Some of these subcomponents may fall under Annex II of Directive 2011/92/EU if they include changes with significantly adverse effects on the environment. In this case, the environmental competent authority will decide in a screening process whether the specific scheme has to go through an EIA process. This issue will be checked at appraisal. The construction of the new rolling stock will take place in the manufacturer’s plants and does not fall within the scope of Directive 2011/92/EU therefore no EIA is required for this component.
