Kazakhstan Railways to separate infrastructure from transport operations

Kazakhstan Railways (KTZ) will undergo a series of reforms and will separate infrastructure from transport operations. The Kazakhstan Government has prepared a draft resolution for the establishment of KTZ – Infrastructure company, which will shortly be forwarded for approval to the government agencies concerned. 

KTZ – Infrastructure will provide access to the railway network for both national and private carriers on a parity basis.

According to the Ministry of Investment and Development, “the objective of such reforms is the adjustment of freight transportation`s pricing policy, services’ parameters and contract conditions to modern requirements of transport and logistics services` diversified market. The work is executed under implementation of public policy for development of transit transportation.  Division of infrastructure and transportation activities is a global trend of railway reforming successfully implemented in European Union, Australia and Latin America and aimed at efficiency and services` quality enhancing through liberalization and involvement of private initiative and investment”.
